sir,
I have the honour to transsit herewith decode of a
telegram which has just been received from His Excellency, the
Governor of Hong Kong advising me of a shipment to the United
States of one thousand garen of refined antimony for account
of Elvard Hilla Son and Comp By of New York.
During the days of American neutrality all materials
of this characteg so far as it was possible for the British
Authorities to control them at the point of their origin, were
consigned to His Majesty's Consular Officers in the United
Statee and telegraphic advices from the licensing authorities
at ports of shipment ware of great use in enabling the Consula
to keep
a close watch on the distribution of all meteri÷la
coming forward from overeese. Ae you are aware, conditions
have entirely changed as the result of the assumption by the
Mar Trade Board of control over all materials inported. These
materials are no longer consigned to His Majesty's Consular
Officers and I have the honour to suggest that the Governor of
Hong Kong and all the other British licensing sauthorities con"
cerned sight be informed that thens advices may hanosforth bạ
